A The public park is a Victorian invention with an unsentimental purpose. Birkenhead Park opened in 1847 as the first publicly funded park in Britain, and the arguments made for it were about disease, disorder and productivity rather than beauty. Reformers held that industrial workers without air and light fell ill and worked badly. Frederick Law Olmsted visited Birkenhead, was struck that it belonged to everyone, and carried the idea to New York, where Central Park was justified in similar terms — as public health infrastructure. B The measurable environmental effects are smaller and more local than advocacy suggests. A mature tree canopy lowers surface temperature beneath it substantially, and a large park can cool its immediate surroundings by several degrees on a hot day. That effect decays quickly with distance — typically within a few hundred metres — which means the total area of green space in a city matters less than how it is distributed. One large park cools far fewer people than the same area dispersed across many small ones. C Air quality is where claims most often outrun evidence. Vegetation does intercept particulates, but the quantities removed are modest against traffic emissions, and street trees in narrow canyons can trap pollution at pavement level by reducing the airflow that would otherwise disperse it. Whether trees improve the air a pedestrian breathes depends on street geometry, which is not a satisfying answer and is the accurate one. D The health findings are stronger and stranger. Living near green space is associated with lower mortality across large cohort studies, and the association survives adjustment for income and education, though residual confounding cannot be excluded. Roger Ulrich's 1984 study found surgical patients with a window onto trees recovered faster and needed less analgesia than those facing a brick wall — a small study, frequently over-cited, and repeatedly supported since by better ones. E Access is distributed along the same lines as most advantages. Wealthier neighbourhoods have more green space, and where provision is equal, use is not: perceived safety, lighting, maintenance and whether people feel entitled to be there all determine whether a park is used. A well-maintained park in a wealthy district and a neglected one elsewhere are not the same intervention, and counting hectares treats them as though they were. F Provision creates a problem of its own. Improving a park raises nearby property values, which is normally cited as a benefit and is also the mechanism by which the residents it was built for are displaced. New York's High Line is the standard example: an acclaimed park whose surrounding rents rose so sharply that the community it was intended to serve largely left. Planners now discuss green gentrification as a design constraint rather than an unfortunate side effect. G What follows is that green space is best treated as infrastructure with distributional consequences rather than as an unambiguous public good. Many small parks beat one large one. Maintenance matters more than construction, and is what gets cut. And a park that raises the rent of everyone near it has done something more complicated than improve their surroundings. H The maintenance funding gap has pushed a growing number of city governments toward a model borrowed from earlier civic institutions: the dedicated park conservancy, a nonprofit body that raises private funds specifically to supplement or replace public maintenance budgets for a named park. Where these have succeeded most visibly — a large, famous urban park is the most commonly cited example — they have restored parks that had fallen into serious disrepair after decades of deferred public maintenance, and they have done so largely through wealthy donors and nearby institutions with a direct interest in the park's condition. Critics of the model point to an uneven outcome this tends to produce across a city: parks with wealthy neighbours and institutional donors attract conservancy funding readily, while parks in poorer neighbourhoods, which arguably need investment more urgently, have no comparable donor base to draw on and remain dependent on the same constrained public budgets. A city that shifts toward conservancy funding as its default maintenance model risks entrenching exactly the geographic inequality that green-space access was supposed to help correct, replacing a uniformly underfunded public system with one that is well funded in wealthy areas and just as underfunded as before everywhere else.
