A Thornbury Library has occupied its current building on the High Street since 2009, when the collection moved from the old Carnegie building two streets away, which is now a community arts centre. Membership is free to anyone who lives, works or studies in the borough, and can be set up in person at the front desk with proof of address, or online, in which case a card is posted within five working days. A temporary membership, valid for one month and requiring no proof of address, is available to visitors from outside the borough. B Adult members may borrow up to twelve items at a time, of which no more than four may be DVDs, and children's memberships allow up to twenty items. The standard loan period is three weeks, and most items can be renewed twice online or by phone, provided no one else has reserved them; if a title is on hold for another member, renewal is not possible and it must be returned on its due date. Overdue items are charged at 20p per day per item, capped at £5 per item, and membership is suspended once unpaid fines exceed £10 until they are cleared. C The ground floor holds the general lending collection, the children's area and four self-service computer terminals, free to use for up to an hour at a time. The first floor has a silent study room seating thirty, bookable in two-hour blocks up to a week in advance through the library's website, and two smaller group study rooms that cannot be booked and operate on a first-come basis. Printing costs 10p per page in black and white and 40p in colour; photocopying is charged at the same rate. D The library is open Monday to Friday from 9am to 7pm, Saturday from 9am to 5pm, and closed on Sundays and public holidays. Members who are housebound due to illness or disability can arrange a free home delivery and collection service, run fortnightly by library volunteers; this must be set up by phone rather than online, since it requires a short assessment call. E A membership card lasts three years and is renewed automatically unless the borough address on file has changed, in which case proof of the new address must be shown at the desk. A replacement card for one that has been lost or damaged costs £3, except for members under sixteen, for whom it is free.
